Well well well the commentary on this report and the list is indicative of a lack of knowledge about the area and particular ssues.



1 LAX was a major case many years ago regarding inverse condemnation. My real estate professor wrote his Doctorate dissertation on that case.



2 The area in question is at the landing path for the the right runway for LAX see map.




3 The area in question has been undergoing inverse condemnation issues for many years this is evidenced by the client in question.



4 The qualification of hypothetical and as is issues are extremely important in the valuation process.



5 The use of predetermined adjustments in mass appraisals for a project of this type is critical and reports without this type of direction is moronic.



BTW I lived near the subject area and the company I was President of in LA did some unrelated work in that area.



Further we did 64 homes in Laguna Beach and more in Malibu after the '94 fires requiring guides like this. We also did a large number of homes in a superfund site also with a similar list. A 54 unit condo project (construction defects) also 3 blocks of various industrial buildings for the Staples Center in downtown LA later 34 blocks of commercial, residential and industrial buildings also in dowtown LA. While in large blocks the variables differed for issues like block locat1on the principal remained the same. We also did a large number of buildings SE of downtown LA.



Iwill tell you what unless you know something that you have not revealed they did an excellent job and in fact it could be argued that some adjustments made gave the benefit of the doubt to the property owner which is appropriate. So unless you can point out specific issues about this I would advise you to learn a pile more about what is going on before you attack someone.


The Unnamed appraiser above refused to provide a copy of the predetermined adjustment list, a school which teaches this method of appraising, a reference from any appraisal text estabilishing this practice, or a legal citation which might justify a judicial exception.
